Eligibility
- Resided in Tokyo 23 wards for a cumulative 5 years or more within the 10 years prior to changing residence registration, or commuted to Tokyo 23 wards while residing in non-disadvantaged areas of Tokyo metropolitan area
- Continuously resided in Tokyo 23 wards or commuted to Tokyo 23 wards while residing in non-disadvantaged areas of Tokyo metropolitan area for 1 year or more immediately prior to changing residence registration
- Not associated with organized crime or antisocial forces; Japanese national or foreign national with permanent resident, spouse of Japanese national, spouse of permanent resident, long-term resident, or special permanent resident status; no delinquency in municipal taxes
- Must intend to continuously reside in the municipality for 5 years or more from the date of subsidy application
- Application must be submitted between 3 months and 1 year after moving to the municipality
