Must be resident or owner of the wooden house. If owner and resident differ, both must consent. Must not be in default on municipal taxes.
Seismic design and supervision must be commissioned to a licensed architect's office with a seismic diagnosis technician. Retrofit work required only for buildings assessed as needing it. Must pass mid-stage inspection by city.
