Use as rental housing for new arrivals for 3+ years post-completion. If no tenant within 3 months, must contract as city relocation experience housing or partner with broker to secure occupancy.

Unused building in seriously poor condition that poses risk of collapse to neighbors (dangerous vacant building), OR unused building in poor condition significantly impacting community environment (recognized vacant building, per committee determination)
Located in scenic-preservation zones (including all of Koshikijima island for scenic-impact category)
No outstanding municipal tax arrears
Demolition by owner or delegated party using licensed contractor with main/branch office in municipality (construction demolition license or construction recycling law registration required). Minimum cost: 300,000 yen.
