Applicant must meet one of two conditions: (1) 1+ years continuous residence in Tokyo's 23 special wards immediately before relocation, with 5+ years total in those wards in the 10 years prior; or (2) 1+ years continuous residence in the Tokyo metro area immediately before relocation, with 5+ years total work experience in Tokyo's 23-ward business offices in the 10 years prior, and 1+ years continuous work at that office in the 3 months immediately before relocation.
